			<content:encoded><![CDATA[<p>The owners of the Laguna Terrace Mobile Home Park on Tuesday filed a lawsuit against the commission in Orange County Superior Court. The suit asks the court to determine if the commission can exert jurisdiction over the park’s conversion to resident ownership. On July 20, the council approved subdividing the 20-acre ocean-view park developed in the 1960s by owner Stephen Esslinger’s grandfather, allowing the 157 lots to be sold for the first time to tenants. Even before the vote, the commission’s executive director, Karl Schwing, signaled his intention to contest the decision. 			<content:encoded><![CDATA[<p>Like many areas in OR, WA and CA, Grover City Beach is making a mobile home park conversion more difficult.</p>
<p>&#8220;To obtain a conversion permit, a park owner would have to distribute a questionnaire to residents and hire a relocation specialist to help prepare a conversion impact report and help residents find alternate housing.</p>
<p>The park owner would have to hold an informational meeting for park residents, and the Planning Commission would subsequently hold a public hearing on the completed impact report.</p>
<p>If the report is approved by the commission, the owner could have to mitigate the impacts by paying for relocating residents’ mobile homes, paying residents for their coaches or paying the cost of tenancy in a comparable park or other housing or the purchase of a home.</p>
<p>Residents also would be given right of first refusal to move into any housing that replaces the mobile-home park.&#8221;</p>
